Limited support from the institutions

I use course files folders for courses I teach on Moodle system at College of New Caledonia, and Blackboard system at University of Northern British Columbia. Even we learnt from this course that "It’s good open practice to keep this in mind when adapting and sharing resources. Avoid PDFs." , the fact is that both institution's IT department request instructors to upload their teaching materials in PDF format since the capacity for the system is limited. This include all handouts, PPT slides for lectures, cases etc. , all files should be transfer to PDF format then posted on the system. I believe the promotion of the OER will not be only responsibility of the educators, but also all supporting functions from the top management to the operations, IT and supply chain department.
