2.8 Barriers to using, creating and adapting OER
Open education, and OER are not perfect solutions to achieving equitable access to quality education – the aim of Sustainable Development Goal 4 - quality education. For example, though OER have been around for over 20 years, the majority of resources are still produced in the English language, with some notable exceptions such as:
Teacher Education in Sub-Saharan Africa (TESSA), offering locally relevant resources in English, French, Arabic and Swahili.
TESS-India (Teacher Education through School-based Support), offering locally relevant resources in English, Assamese, Kannada, Odia and Bengali.
GFTE Academy of Open Educational Resource, offering open e-books in English.
It is therefore crucial to develop more context-relevant resources.
