3.2.6. How to create a healthy safeguarding culture
To strengthen healthy safeguarding practices in an institution, we need to keep in mind that:
- Developing a healthy safeguarding culture is not an ‘event’. It is an iterative journey that requires regular reflections and continuous improvement actions over time;
- Awareness creation of the safeguarding requirements for all persons connected to the organisation should be continuous;
- All personnel should understand the acceptable and unacceptable behaviours in the workplace of each other which include the Prevention of Sexual Exploitation and Abuse(PSEA);
- At the point of orientation, the individuals should sign the safeguarding policy or code of conduct and participate in safeguarding training or awareness creation depending on their level of engagement with vulnerable persons;
- There should be easy-to-access channels for reporting safeguarding incidences or concerns. Reported incidents should be addressed in a timely manner and feedback given to the persons who raised the concerns about the actions taken;
- People need to know that their opinions matter and that they will be acted on. They need to know how to raise a concern and feel safe doing so. Being proactive in convening formal and informal forums aimed at seeking and receiving feedback from stakeholders builds trust and assurance;
- Failure to respond or ignoring reported concerns is a breeding ground for an unhealthy safeguarding culture – where rules are broken and not enforced, and;
- Encourage regular review, learning and sharing of good practices with other institutions and actors in the learning environment.
