1.4.7 Identifying and prioritising the advocacy goal (problem)

After building a problem tree, there will likely be several advocacy targets that emerge. However, we are functioning with finite resources and therefore, there is need for a framework or a set of questions to identify and prioritise an issue.

In order to better frame the solution, the following guiding questions need to be considered:

  • Is it feasible and realistic to change? Does the importance of the issue align with the capacity and mandate of your organisation?

  • Does the advocacy goal address the root cause of the issue?

  • Does the solution align with the priorities of the affected?

  • Is the advocacy goal winnable?

  • Does the advocacy goal align with the mission of the organisation and that of its partners?

  • Are the advocacy objectives SMART (Specific, Measurable, Achievable, Relevant, Time-bound)?
