3.5.1. Introduction to Digital Safeguarding
Digital safeguarding is the protection from harm in the online environment through the implementation of effective technical solutions, advice, support, and procedures for managing incidences.
Technology is a double-edged sword and a game-changer but can also increase vulnerabilities and divide society. According to the Digital Kenya, 2023 Report,
- Youths (ages 15–24) are the most connected age group worldwide at 71% compared with 48% of the total population. Some 346 million youths (29%) remain unconnected;
- African youths remain the most unconnected group with 60% of them not available online;
- Inequalities in access to online content. This is influenced by the type of device owned and the capacity to pay for connectivity;
- In some cultures, women and girls depend on men for their basic and economic needs and therefore this may influence access to information on digital platforms;
- Gender differences in access to technology , and;
- 50% of the institutions did not have a policy on online education prior to the COVID-19 pandemic though there are a number of tutors who can competently facilitate online learning.
