Experiences in the implementation of digital learning vary amongst institutions. Similarly, safeguarding implementation challenges encountered depend on where institutions are and their safeguarding journey.  Some challenges experienced include:

• Limitations on access to the internet and connectivity;
• A decline in government funding and subsidies to institutions of higher learning affecting resource allocation to online learning;
• Limitations on institutional capacity on safeguarding with staff and learners not having prior training on learning and safe engagement in online platforms;
• Lack of institutional policies on e-learning or addressing online safety;
• Lack of safe and accessible channels for providing feedback and reporting concerns;
• Managing the burden of compliance with data protection requirements and other policies, and;
• Limited linkages and engagements among the higher learning institutions.
