3.3.10 Summary
Preventing harm in learning environments involves taking all measures to prevent violence in schools. The measures taken need to be practical, dynamic, and easily embedded within the institutional programmes and processes.
Policies and procedures which are the foundations for any measures to be taken by institutions to promote safeguarding should be in place. They should define the institution’s commitment to safeguarding, with the expectation being zero tolerance to all forms of violence and abuse. They should also outline the expected conduct and behaviours for its people as the institution delivers its services and interacts with its stakeholders.
Regular review / and evaluation of the policies and procedures’ efficacy is recommended to keep them dated. Similarly, reports to stakeholders – internal and external – on the policy implementation process helps in strengthening accountability
Effective safeguarding in learning environments starts with hiring the right staff and volunteers, through a transparent and accountable process. This can be achieved through safer recruitment process by adopting safe designs principles.
Regular safeguarding risk assessments should be integrated into other institutional risk management processes. This will help the institution to assess the strengths and risks they face relating to safeguarding policies, procedures, personnel, programmes, etc. and to mitigate them when they occur.
Similarly, an inclusive monitoring and evaluation system in the institution should include safeguarding component for enhanced accountability and learning processes.
