  • Safeguarding refers to the measures - preventive and reactive - designed to protect the health, well-being, and human rights of individuals
  • Harm can be suffered by a child or young person or vulnerable adult by acts of abuse perpetrated upon them by others. 
  • Abuse can happen in any family, but children or young people and vulnerable adults may be more at risk if their parents and caregivers have problems with drugs, alcohol, and mental health, or if they live in a home where domestic abuse happens. 
  • Abuse can also occur outside of the family environment for instance at school/learning institutions, places of worship, workplace and within the communities where the beneficiaries live. However, persons with disabilities are more vulnerable to suffering abuse.
  • Although the harm from the abuse might take a long time to be recognized in children, young persons or vulnerable adults, experienced professionals may be in a position to observe the tell-tale signs of occurrence.  
  • A child or vulnerable adult in need of protection is one at risk of, or likely to suffer, significant harm attributable to persons or organisations through an act of commission or omission.
