3.2.8 Making Safeguarding Personal: Safeguarding roles and responsibilities

Safeguarding is the responsibility of all persons in an institution. Learning institutions are part of the wider safeguarding system for children and young persons. Safeguarding in learning institutions means:

  • Protecting learners from maltreatment;
  • Preventing the impairment of learners' physical, mental, and health development, etc;
  • Ensuring that learning environments are safe and inclusive, and;
  • Taking all reasonable actions to ensure that learners have the best outcomes.

To ensure that everyone is clear on their roles and responsibilities for safeguarding, each institution needs to develop clear flow charts and have them communicated across the board. All learners and staff (including volunteers and fellows) who work in the organization or institution need to know:

  • How to identify the signs of possible abuse;
  • What the relevant safeguarding procedures are, including the organization’s own internal procedures;
  • What the reporting procedures are;
  • How to talk to children, young people, and vulnerable adults about their concerns in an appropriate way, and how to record the information they have, and;
  • Who the designated safeguarding person is and who will carry out his/her responsibilities when unavailable or is the subject of the complaint.
